This Coordinated Interagency Transmission Authorizations and Permits (CITAP) Portal is intended to be a primary source for transmission developers to submit applications for consideration in the CITAP Program.

The portal facilitates direct upload of relevant information and necessary documentation by project developers for onshore electric transmission facilities and their access by participating Federal agencies for review and input during the initial document collection process and during federal environmental reviews.

The information and data collected at this Department of Energy (DOE) portal is only for the purpose of evaluating and processing permit applications by the DOE Grid Deployment Office (GDO). The DOE-GDO is committed to protecting the privacy of its users as stated in the Privacy Act Statement. Permitting data submitted should not include trade secrets or business-sensitive, proprietary, or otherwise confidential information unless such information is necessary to convey an understanding of the proposed project or to comply with other legal requirement. Personal information and permit application data collected on this website will be used only for the purposes stated. Submission of data using this portal is voluntary.

By submitting personal information and permit application data through this website, you are agreeing to the following:
  1. The personal information and permitting data submitted may be shared with other Federal and State agencies as required by the permitting approval process outlined in Section 216(h) of the Federal Power Act (FPA). Specifically, Section 216 (h) (3) requires the Secretary, “to the maximum extent practicable under Federal law, to coordinate the Federal authorization and review process with any Indian tribes, multi-state entities, and state agencies that have their own separate permitting and environmental reviews. Section 216(h)(4)(C) further requires that DOE establish an expeditious pre-application mechanism to allow project proponents to confer with Federal agencies involved, and for each such agency to communicate to the proponent any information needs relevant to a prospective application and key issues of concern to the agencies and public.”
  2. The DOE reserves the right to reject any permit application that does not meet the requirements set forth in Section 216(h)(1) of the FPA (16 U.S.C. § 824p(h)(1)).
  3.
